Authorizes county boards of supervisors to contract with nonprofit consortiums or establish public authorities to provide waiver personal care services in addition to in-home supportive services.

Designates public authorities as employers of waiver personal care services providers for purposes of collective bargaining and requires wages and benefits to equal In-Home Supportive Services individual provider rates in each county, contingent on appropriate budget appropriations.

Exempts from public disclosure personal information (names, addresses, phone numbers, emails) of individuals providing waiver personal care services, except for release to recognized employee organizations for organizing and representation activities.

Requires public authorities and nonprofit consortiums to meet and confer in good faith regarding wages, benefits, and employment terms with representatives of recognized employee organizations for waiver personal care services providers.

Extends existing liability protections to counties and public authorities administering waiver personal care services, providing immunity from negligence or intentional tort claims of service providers.
