Creates an 8-member San Diego International Airport Mobility and Sustainability Committee with representatives from regional transit agencies, the airport authority, city and county governments, and the Marine Corps Recruit Depot (nonvoting member).

Requires the committee to submit a plan to the airport authority board and state Legislature by January 1, 2020, addressing airport mobility and sustainability issues affecting multiple public agencies.

Plan must address traffic congestion near the airport including North Harbor Drive, unmet transit needs of airport passengers and employees, and impacts of climate change such as sea level rise and flooding.

Does not delay or regulate airport development plans or lessen the airport authority's existing obligations regarding impacts from development.

Provides that if the Commission on State Mandates determines the bill imposes state-mandated costs, reimbursement shall be made pursuant to existing state law procedures.
