Requires public agencies operating transit services to establish a route review committee with four members (one from the agency, one traffic engineer, one labor representative, and one law enforcement member) to determine which routes are suitable for safe operation of equipped 60-foot articulated buses.

Committee members must be appointed within 30 days of a public agency's proposal to equip a bus with the expanded bicycle rack, and the committee must make route determinations by majority vote.

Allows public agencies and passenger stage corporations to operate regular transit buses equipped with front-mounted bicycle racks that extend up to 40 inches with handlebars extending up to 46 inches, subject to similar route review requirements.

Specifies that passengers, not bus drivers, are liable for violations resulting from improperly or unsafely loading bicycles onto transit buses.
