Requires law enforcement agencies to publish a military equipment use policy before acquiring, seeking funds for, or using military equipment, with such policies addressing training requirements, authorized uses, oversight mechanisms, and public complaint procedures.

Mandates that governing bodies consider proposed military equipment use policies at public meetings with opportunity for public comment, and requires policies to be posted online for 30 days before implementation.

Requires law enforcement agencies to submit annual reports on each piece of military equipment detailing usage by census tract, complaints received, policy violations, costs, and analysis of discriminatory or adverse impacts on public safety and civil rights.

Mandates community engagement meetings within 30 days of releasing annual reports to allow public discussion and questions about military equipment funding and use.

Requires the state coordinator administering the federal surplus military equipment program to develop and annually update a list of military equipment subject to these requirements by January 31, 2019, and post it online.
