Grants the board chairperson the authority to cast a deciding vote when the Secretary of the Natural Resources Agency is present and the board's vote results in a tie

Maintains existing board composition including the Director of Finance, Director of Transportation, Director of General Services, Treasurer, and Controller

Preserves the participation of three Senate members and three Assembly members as a legislative interim committee on the board
