Requires the Governor's annual budget for fiscal years 2019–20 through 2023–24 to include funding and position authority for the California Highway Patrol to add 120 approved officer positions each year.

Establishes that motor vehicle registration fee revenues deposited into the Motor Vehicle Account must be used first for state administration and enforcement of vehicle and traffic laws by state agencies.

Addresses California's declining highway patrol staffing despite increased vehicle registrations and highway crashes, with officer positions down 7 percent since 2010 while crashes increased 29 percent.

Aims to restore California Highway Patrol positions lost during the 2008 Great Recession and improve traffic enforcement as infrastructure improvements are made statewide.
