Increases the equalization adjustment percentile from 90th to 95th percentile for special education local plan areas (SELPAs) with funding rates below the statewide target, commencing after funds are apportioned and for each subsequent fiscal year an equalization appropriation is made.

Establishes a high-cost service allowance providing supplemental funding to SELPAs based on the number of pupils with severe disabilities and pupils with deafness and blindness, traumatic brain injury, or multiple disabilities, calculated using December pupil counts and the statewide target funding rate.

Requires SELPAs serving children ages 3-4 with exceptional needs to count 3 times the units of average daily attendance generated by kindergarten children (excluding transitional kindergarten) for funding calculation purposes, effective the first fiscal year after funds are apportioned under specified provisions.

Revises the definition of "average daily attendance reported for the special education local plan area" to mean the total units for the current or prior school year, whichever is greater, instead of only the current year.

Requires the Superintendent to make specified computations following each year an equalization appropriation is made to determine the statewide target amount per unit of average daily attendance.
