Extends the sunset review date for the Bureau of Automotive Repair from January 1, 2019 to January 1, 2023, requiring the bureau to demonstrate compelling public need for continued existence.

Defines "preventative maintenance services" to include tire pressure checks, tire rotation, fluid changes, filter replacement, and related services that do not require a written estimate if customer authorizes and either service is free or price is displayed conspicuously or acknowledged at the facility.

Excludes roadside services (performed by motor clubs or tow truck operators) from the definition of repairs requiring written estimates and customer authorization.

Authorizes the Bureau of Automotive Repair to obtain copies of identification photographs directly from the Department of Motor Vehicles for enforcing the Automotive Repair Act and Motor Vehicle Inspection Program.

Exempts this act from state reimbursement requirements to local agencies since costs result only from changes to crime definitions and penalties.
