Extends the operation of the Acupuncture Board and its authority to appoint an executive officer from January 1, 2019 to January 1, 2023.

Changes accreditation requirement for approved educational programs from "candidacy status" to "preaccreditation status" by the Accreditation Commission for Acupuncture and Oriental Medicine.

Expands criminal penalties for unlicensed practice of acupuncture to include anyone who advertises or represents themselves as qualified to practice acupuncture, Asian medicine, oriental medicine, or complementary/integrative medicine involving acupuncture associated with Asian subgroups.

Modifies infection control requirements to allow the Acupuncture Board to consult with any healing arts board rather than specifically named boards when implementing infection control standards.

Exempts reimbursement requirements under California Constitution Article XIII B for costs related to creating new crimes or changing penalties for existing crimes.
