Allows state employees not subject to certain memoranda of understanding to elect participation in the State Disability Insurance Program instead of receiving nonindustrial disability benefits.

Employees may make the election at the time of hire or during an annual enrollment period determined by the department.

Participating employees must pay their own premiums for State Disability Insurance Program coverage and must remain enrolled for at least two years from the date of election.

The bill authorizes increased contributions and expenditures from the Unemployment Compensation Disability Fund, which is continuously appropriated.
