Requires owners and operators of oil and gas wells to maintain records of drilling, maintenance, and repair history for each well.

Mandates emissions testing before work begins on proximity wells (within one-fourth mile of occupied buildings) being plugged and abandoned, using EPA Reference Method 21, optical gas imaging, or alternative methodologies, with followup testing if hydrocarbons are detected.

Requires the State Oil and Gas Supervisor to perform similar emissions testing on hazardous or idle-deserted wells ordered for abandonment, with results posted online and sent to the State Air Resources Board.

Directs the Division of Oil, Gas, and Geothermal Resources and State Air Resources Board to jointly analyze all testing data and publish findings by December 31, 2025, to evaluate effectiveness of measures controlling emissions from idle and abandoned wells.

All new testing and reporting requirements sunset on January 1, 2026.
