Requires pharmacies to inform customers at point of sale whether the retail price is lower than their insurance cost-sharing amount, unless the pharmacy automatically charges the lower price.

Mandates pharmacy benefit managers exercise good faith and fair dealing, disclose conflicts of interest in writing, and provide quarterly reports to purchasers on wholesale costs, rebates, administrative fees, and other specified financial information.

Prohibits pharmacy benefit managers and health care service plans from including contract provisions that prevent pharmacies from informing patients about less costly medication alternatives.

Establishes a pilot project in Riverside and Sonoma Counties from January 1, 2020 to January 1, 2023 prohibiting plans from restricting pharmacy dispensing amounts unless the plan allows those amounts through its own pharmacies.

Requires pharmacy benefit managers contracting with health care service plans to register with the Department of Managed Health Care and comply with specified disclosure and fair dealing requirements effective January 1, 2020.
