Creates "Summer Cal Grant" awards allowing students eligible for Cal Grant A or B to receive additional funding for up to 2 summer terms of up to 9 units per term at public postsecondary institutions to help with timely degree completion.

Limits Summer Cal Grant awards to 1 summer term for students who transferred to a 4-year institution from a community college, rather than 2 terms available to other students.

Makes Summer Cal Grant awards exempt from and not counted against the 4-year full-time attendance eligibility limit that applies to regular Cal Grant A and B renewals.

Defines "summer term" as one or more periods of instruction for credit in a baccalaureate degree program occurring after the spring semester/quarter and before the fall semester/quarter.

Requires the Student Aid Commission to notify Cal Grant recipients about Summer Cal Grant funding availability through financial aid award letters, materials, and other prominent communications.
