Prohibits poultry from being shackled before being rendered insensible to pain during slaughter using captive bolt, gunshot, electrical, chemical, or other rapid and effective means.

Removes the previous exception that allowed poultry to be shackled before being rendered insensible, while maintaining this requirement for other livestock (cattle, calves, horses, mules, sheep, swine, goats, fallow deer).

Maintains existing exemptions for spent hens and small game birds as defined by the department.

Violations of the poultry shackling prohibition constitute a misdemeanor under existing law.

Specifies that no state reimbursement to local agencies or school districts is required because costs result from creation of a new crime within the meaning of Government Code Section 17556.
