Requires the State Department of Social Services to submit a report to the Legislature by December 31, 2019, containing data on child welfare services referrals and substance use disorder from 2010 to 2018.

Report must include the total number of referrals recorded annually, percentage of substantiated allegations where substance use disorder was suspected, and percentage of substantiated substance use disorder cases resulting in voluntary or court-ordered treatment.

Mandates annual reports beginning January 1, 2020, providing the same data for the previous year on an ongoing basis.

Requires the department to note in reports any data that cannot be collected or shared due to privacy laws.

Reports must comply with Government Code Section 9795 procedures for legislative submissions.
