Initial licenses for new alcoholism or drug abuse treatment facilities are provisional for one year and may be revoked for good cause (failure to comply with licensing requirements).

Licensed services must be specified on the license and provided exclusively within the licensed facility or other facilities identified on a single license by street address.

Civil penalties for violations increased from $25-$50 per day to $250-$500 per day (maximum $1,000 per day), with repeat violations subject to $500-$750 per day and subsequent repeat violations subject to $500-$1,000 per day.

Persons or entities found in violation of licensing provisions are prohibited from applying for initial licensure for five years.

Department must adopt regulations implementing these provisions by July 1, 2022, and may use provider bulletins and written guidelines in the interim.
