Eliminates the prohibition that prevented private industry partners from passing the $1 transaction fee to customers for departmentwide system improvements.

Specifies that the $1 transaction fee is imposed in addition to and in accordance with the existing $3 transaction fee.

Removes the requirement that the Department of Motor Vehicles retain information verifying the identity of persons submitting electronic signatures on documents.

Allows electronic signatures to satisfy signature requirements for documents submitted electronically to the department.

Takes effect immediately as an urgency statute.
