Establishes the Charter Authorizers Regional Support Network Program, administered by the Alameda County Office of Education, contingent on appropriation in the annual Budget Act.

Awards grant funds to 11 regional lead county offices of education to improve charter school authorizing and oversight practices, with a focus on supporting small charter school authorizers.

Requires regional lead county offices to provide technical assistance, trainings (at least four per year), templates, and resources to school districts and county offices of education in their regions for charter petition review and oversight.

Establishes an advisory board of 12 members appointed by the Alameda County Superintendent of Schools to develop values and principles for charter school authorizing and oversight to guide regional offices, trainings, and conferences.

Requires the Legislative Analyst's Office to evaluate and report on the program's effectiveness by December 1, 2020, with recommendations on continuation of funding.
