Makes it an infraction to operate an unmanned aircraft system (UAS/drone) required to be registered under federal law without valid paper or electronic evidence of registration.

Authorizes peace officers to demand evidence of registration from persons operating a UAS based on reasonable suspicion of a violation.

Sets the penalty for operating an unregistered required UAS at a fine not exceeding $250.

Defines "unmanned aircraft system" to include airborne devices without persons piloted remotely, commonly called drones, unmanned aerial vehicles, or remotely piloted aircraft.

Exempts the state from reimbursing local agencies or school districts for costs related to this new infraction under the California Constitution.
