Requires the Public Utilities Commission to open a proceeding by July 1, 2019 to consider options for promoting in-state biomethane production and distribution.

Directs the commission to consider whether gas corporations can recover infrastructure investment costs in customer rates for biomethane interconnection projects.

Authorizes cost recovery for utility infrastructure needed to connect natural gas pipelines with biomethane generation equipment and dairy cluster gathering lines.

Requires the commission to ensure any approved infrastructure investments are prudent, reasonable, and provide direct benefits to all ratepayer classes through improved safety, reliability, affordability, or reduced greenhouse gas emissions.

Establishes July 1, 2019 deadline for opening the proceeding before existing biomethane incentive program funds are exhausted.
