Amends Education Code Section 52060 to modify how pupil achievement is measured in local control and accountability plans by requiring measurement of percentage of pupils who complete UC/CSU entrance courses, career technical education programs, or both to the extent possible.

Changes the parental involvement state priority to "parental involvement and family engagement" and adds examples of research-based family engagement practices including welcoming families, two-way communication, and empowering families to advocate for equity.

Updates English learner proficiency measurement to reference the English Language Proficiency Assessments for California instead of the California English Language Development Test.

Requires data in local control and accountability plans to be reported consistent with the California School Dashboard maintained by the department.

Includes conditional operative clauses coordinating with Senate Bill 874, Assembly Bill 1840, and Assembly Bill 2878 to prevent conflicting amendments to Section 52060.
