Department of Health Care Services must issue and regularly maintain a comprehensive program guide for the LEA Medi-Cal Billing Option program in consultation with the LEA Ad Hoc Workgroup.

Program guide must be distributed to all participating local educational agencies, charter schools, and community colleges by January 1, 2020, and may be distributed electronically.

Department must provide 30 calendar days' written notice before adopting revisions to the program guide, with exceptions for emergency changes mandated by federal law or Centers for Medicare and Medicaid Services requirements.

Department must conduct audits of Medi-Cal billing option claims consistent with the program guide in effect at the time services were provided, generally accepted accounting principles, federal audit regulations, and applicable federal and state statutes.

Department may issue and maintain the program guide without following standard regulatory procedures under the Administrative Procedure Act.
