Specifies that housing development projects consistent with objective general plan standards but with inconsistent zoning do not require rezoning and are not inconsistent with applicable zoning standards.

Authorizes local agencies to require compliance with objective zoning standards that are consistent with the general plan, but mandates those standards be applied to facilitate and accommodate development at the density allowed by the general plan.

Declares the Legislature's intent that conditions finding specific adverse impacts to public health and safety should arise infrequently when evaluating housing development projects.

Requires local agencies to provide written documentation within 30-60 days (depending on project size) explaining any claimed inconsistencies with applicable plans, policies, or ordinances, or the project is deemed consistent and compliant.

Amends Section 65589.5 of the Government Code to strengthen protections for housing development projects, including very low, low-, and moderate-income housing and emergency shelters, against local disapproval or infeasible conditions.
