Reinstates cost-of-living adjustments (COLA) for the State Supplementary Program (SSP) beginning January 1, 2019, for the aged, blind, and disabled, subject to annual Budget Act appropriations.

Resumes annual adjustments to SSP payment schedules based on changes in the California Necessities Index (food, clothing, fuel, utilities, rent, and transportation) after a freeze on adjustments from 2011-2018.

Requires adjustments to be calculated using weighted percentage changes from the Consumer Price Index for designated California geographical areas, with results filed with the Secretary of State.

Makes adjustments contingent on state funding appropriations in the annual Budget Act, rather than creating a continuous automatic appropriation.

Suspends the original bill provision that would have raised maximum aid payments to 100 percent of the 2018 federal poverty level.
