Requires school districts applying for state funding under the Leroy F. Greene School Facilities Act for modernization projects at facilities built before January 1, 2012, to install locks allowing classroom and room doors (occupancy of 5+ persons) to be locked from the inside.

Exempts doors that are locked from the outside at all times, doors already equipped with inside locks, and pupil restrooms from the locking requirement.

Requires all locks to conform to specifications in Title 24 of the California Code of Regulations.

Applies only to projects seeking funding on or after January 1, 2019, and submitted to the Division of the State Architect for approval on or after January 1, 2019.

Applies only to projects that renovate, repair, or modernize building interiors; excludes projects limited to exterior, grounds, or playing field work.
