Commission shall adopt regulations by January 1, 2022 setting accuracy standards for water meters installed by water purveyors or manufactured and sold in California, with funding availability as a condition.

Water purveyors may continue installing meters possessed or contracted for before the regulations take effect, and may maintain existing meters until the end of their useful service life.

Commission shall consider the most recent edition of the American Water Works Association's Water Meters Manual M6 when adopting accuracy standards.

Urban retail water suppliers must submit completed water loss audit reports to the Department of Water Resources by November 1 each year instead of October 1.

State Water Resources Control Board must adopt regulations requiring urban water suppliers to sample and test customer service meters to produce statistically sound estimates of meter fleet accuracy, considering industry standards and survey results.
