Requires California State University, University of California, and independent institutions of higher education to include minimum items in calculating full-time student cost of attendance, including tuition, fees, books, room and board, transportation, technology, extracurricular activities, and health care costs.

Mandates institutions disclose to students in accurate and meaningful ways how they calculated their cost of attendance estimates.

Requires institutions to provide students the option of receiving financial aid disbursements once per month during the academic term.

Room and board calculations must be based on average housing costs in communities surrounding each institution and adjusted annually for cost of living changes.

Transportation allowance includes cost of at least two annual round trip tickets for students living at least 100 miles away from home.
