Adds Section 10630 to the Welfare and Institutions Code requiring the State Department of Social Services to provide deaf access program services to deaf and hard-of-hearing individuals in linguistically isolated households, in their primary language, upon appropriation by the Legislature.

Defines "adult" as an individual 14 years of age or older and "linguistically isolated household" as a household where all adults speak a language other than English and none speak English very well.

References existing deaf access program services defined in Section 10621 of the Welfare and Institutions Code, which include interpreter services and counseling.

Requires a majority vote for passage and is subject to fiscal committee review, with no continuous automatic appropriation included.
