Expands the definition of "public works" to include construction, alteration, demolition, installation, or repair work done under private contract on charter school projects paid for with conduit revenue bonds issued on or after January 1, 2019.

Requires that workers on these charter school construction projects be paid not less than the general prevailing rate of per diem wages, consistent with existing public works wage requirements.

Establishes misdemeanor penalties for willful violations of prevailing wage requirements on these charter school projects.

Specifies that "charter school" has the same meaning as defined in Section 17173 of the Education Code and "conduit revenue bonds" has the same meaning as defined in Section 5870 of the Government Code.

Declares no state reimbursement is required because the bill only creates new criminal penalties within the meaning of Section 17556 of the Government Code.
