Authorizes county human services agencies to refer CalFresh applicants and recipients to the 2-1-1 dial code for information on emergency food providers and supplemental food assistance providers instead of compiling and providing a printed list.

Requires the referral method to 2-1-1 be used only if the county deems it the most appropriate way to serve the applicant or recipient.

Maintains the existing requirement that counties compile emergency food provider lists upon request, except when using the 2-1-1 referral option.

Allows the state department to implement the act through all-county letters or director instructions without following standard rulemaking procedures.
