Joint labor-management committees established under the federal Labor Management Cooperation Act of 1978 may bring legal action against employers who fail to provide payroll records as required by Section 1776, in addition to their existing authority to sue for unpaid prevailing wages.

Actions for unpaid wages must be filed within 18 months after the filing of a valid notice of completion or acceptance of public work, whichever occurs last.

Liquidated damages equal to unpaid wages are awarded only if the defendant fails to pay, deposit with the court, or provide proof of an adequate surety bond within 60 days of service of complaint.

The Chief of the Division of Apprenticeship Standards and California Apprenticeship Council must include in their annual legislative report an analysis of any apprenticeship standards or regulations that were proposed or adopted in the previous year.
