State Energy Resources Conservation and Development Commission must assess by January 1, 2021 the potential to reduce greenhouse gas emissions from residential and commercial buildings by at least 40% below 1990 levels by January 1, 2030.

Assessment shall evaluate cost-effectiveness of emission reduction strategies for space and water heating, challenges for low-income and multifamily housing, load management strategies, and impacts on ratepayers, construction costs, and grid reliability.

Commission must report assessment findings to the Legislature by June 1, 2021, with this reporting requirement expiring June 1, 2026.

Beginning with the November 1, 2021 integrated energy policy report and all subsequent reports, commission must include and publicly disclose greenhouse gas emissions data associated with energy supply to residential and commercial buildings by fuel type.
