Excuses children from full-time high school attendance requirement for parental support (until age 19 or 12th grade completion) if they have a physician-documented medical condition preventing full-time attendance.

Removes requirement that private child support collectors establish direct deposit accounts with State Disbursement Unit and removes associated notification requirements about fees.

Requires all child support payments through State Disbursement Unit be made directly to obligee parent, conservator, guardian, special needs trust, or designated alternate caregiver rather than through intermediaries.

Allows local child support agencies to inspect and copy court records related to establishing paternity and child support orders, which were previously restricted to exceptional cases.

Extends exemption for local child support agencies from mandatory electronic filing and service requirements in civil actions until January 1, 2021 (previously January 1, 2019).
