Repeals three sections of the Food and Agricultural Code (Sections 9141, 9142, and 9162) relating to requirements for cremation, burial, and transport of animals that die from contagious diseases, and prohibition on selling animals with specific diseases.

Eliminates the exemption for private veterinarians who maintain their own in-office blood donor animals, requiring them to comply with biologic licensing requirements.

Adds an exemption for licensed private veterinarians who collect blood or blood products solely for use in their own practice from commercial blood bank licensing regulations.

Revises civil liability provisions to impose penalties for moving any pest-infested or disease-infected animal that causes further infestation or spread beyond quarantine boundaries, with liability up to $25,000 per violation.

Replaces references to nonsteroidal anti-inflammatory drugs (NSAIDs) with "permissible substances" in equine event regulations and removes the requirement for the department to establish an approved therapeutic medications list by July 1, 2014.
