AB 3254 Summary

• Revises definitions of "affected territory" and "inhabited territory" under the Cortese-Knox-Hertzberg Local Government Reorganization Act to include territory receiving extended services from a local agency, and creates new definition of "uninhabited territory" (fewer than 12 registered voters).

• Limits the 300-foot notice requirement to landowners and registered voters to commission proceedings only, rather than applying to all proceedings.

• Authorizes the executive officer to prepare calls for nominations to special district selection committees and allows single nominees for vacant seats to be deemed appointed if disclosed in the meeting notice.

• Revises mail-in election procedures for special district selection committees to require all notices and election materials be addressed to the presiding officer and allows electronic mail transmission.

• Specifies that commissions must determine property tax revenue exchanges for both city incorporations/district formations and city disincorporations, and changes the review standard from "per capita assessed valuation" to "assessed valuation" generally.
