Revises the Surface Mining and Reclamation Act to require the Division of Mine Reclamation to publish quarterly lists identifying all surface mining operations that are newly permitted, active, or idle, and establishes new compliance criteria for inclusion on the list.

Reduces the lead agency review period for interim management plans from 60 days to 45 days and establishes new procedures for supervisor comment and response prior to approval.

Requires notices of completion of inspection for surface mining operations to include a statement as to whether the operation is out of compliance with any order to comply or stipulated order to comply issued by the lead agency.

Expands the Department of Forestry and Fire Protection's annual reporting requirements to include funding sources and estimated amounts for fire prevention activities itemized by activity category, to be provided to appropriate policy committees in addition to budget committees.

Lowers the minimum civil service classification for forest officers authorized to issue timber operations stop orders from forester II or higher to forester I or higher grade.
