CA AB3258

Clarifies that county elections officials must prepare and report voter registration information on specified dates before elections with respect to all registered voters and preregistered voters as of those dates.

Establishes expedited deadlines for filing in-lieu-filing-fee petitions in special elections to fill vacancies: 9 days before close of nomination period if nomination period is 12+ days, or Secretary of State sets timeline if nomination period is 11 days or less.

Requires the Secretary of State to mail state voter information guides to all voters who registered before the 28th day before an election, with mailing to commence at least 40 days before the election.

Allows county elections officials to elect not to mail separate county voter information guides to permanent vote by mail voters and mail ballot election voters if they receive a document containing all required county voter information guide content.

Incorporates preregistered voter data into Section 2187 reporting requirements if both AB 3258 and AB 2245 are enacted, with Section 1.5 becoming operative only if AB 3258 is enacted after AB 2245.
