Eliminates the requirement to return rejected local recall and municipal initiative measure petitions to proponents; elections officials shall instead take no further action on insufficient petitions.

Deletes the March election date from established all-mailed ballot election dates, leaving only the first Tuesday after the first Monday in May and the last Tuesday in August.
