Ratifies the first amendment to the tribal-state gaming compact between the State of California and the Santa Ynez Band of Mission Indians, executed on August 1, 2018.

Exempts from California Environmental Quality Act (CEQA) review the execution of the amended compact, related intergovernmental agreements with local and state agencies, and on-reservation compliance impacts in deference to tribal sovereignty.

Preserves CEQA requirements for cities, counties, and the Department of Transportation except as expressly exempted in the bill.

Takes effect immediately as an urgency statute to support the tribe's economic development and self-sufficiency.
