Deletes obsolete provision that required approval from fairs in the northern zone that had operated satellite wagering facilities for 5 years, which expired January 1, 2013.

Clarifies that "live" racing programs at minisatellite wagering facilities include live in-state races in addition to out-of-zone, out-of-state, and out-of-country races.

Renumbers subsections (c) through (i) to (c) through (h) following the deletion of the expired fair approval requirement.

Makes minor technical corrections including changing "prior to" to "before" and correcting "condition" to "conditions" and "these" to "minisatellite wagering" locations.

Maintains existing requirements that minisatellite wagering sites cannot be within 20 miles of racetracks or satellite wagering facilities without consent, and requires board approval of operations.
