Allows distilled spirits wholesalers and craft distillers to instruct licensees and their employees on distilled spirits, including history, characteristics, terminology, and serving methods, without charge.

Prohibits the Department of Alcoholic Beverage Control from approving glassware as an authorized retailer advertising specialty for distilled spirits or wine.

Permits beer manufacturers and distilled spirits manufacturers to provide free or discounted rides to consumers through ride services for public safety purposes, without conditioning the rides on alcohol purchases.

Makes nonsubstantive changes to provisions authorizing state agencies to seize and sell licenses of off-sale or on-sale general licensees delinquent in tax payments.

Contains operative provisions dependent on concurrent enactment of Senate Bill 973, with Section 3.5 superseding Section 3 if both bills are enacted and AB 3264 is enacted last.
