Exempts students who hold special immigrant visas under federal law (Section 1244 of Public Law 110-181 or Public Law 109-163) or are refugees admitted under Section 1157 of Title 8 of the United States Code from paying nonresident tuition at California Community Colleges if they settled in California upon entering the United States.

Exemption applies for the length of time the student lives in California up to the minimum time necessary to establish residency.

Authorizes community college districts to report exempt students enrolled in their districts as full-time equivalent students for apportionment purposes.

Requires state reimbursement to local agencies and school districts for any costs mandated by this act, as determined by the Commission on State Mandates.
