Requires the State Air Resources Board to exempt vehicles that do not exceed 5,000 miles annually from diesel emissions regulations, effective January 1, 2019, provided owners submit required documentation.

Exempts low-mileage agricultural vehicles from diesel emissions regulations from January 1, 2019 through January 1, 2023 if owners submit documentation by January 31, 2019.

Low-mileage agricultural vehicles must not exceed 15,000 miles between January 1, 2019 and January 1, 2020, then not exceed 10,000 miles annually through January 1, 2023 to maintain exemption eligibility.

Requires the State Air Resources Board to amend applicable regulations to implement these exemptions, with any rulemaking limited to the purposes of this section.
