Permits cities, counties, and city-counties to authorize efficiency units with a minimum floor area of 150 square feet for occupancy by no more than two persons, which may have partial kitchen or bathroom facilities.

Prohibits cities, counties, and city-counties from limiting the number of efficiency units in residential zones located within one-half mile of public transit or where a car share vehicle is located within one block.

Prohibits cities, counties, and city-counties from limiting the number of efficiency units in residential zones located within one mile of a University of California or California State University campus.

Clarifies that density, setback, lot coverage, and height restrictions established by local ordinance do not constitute limits on the number of efficiency units.
