Allows retail alcoholic beverage licenses to be issued for or transferred to premises that are under construction or planned for construction, with sales prohibited until premises are completed.

Requires licensees transferring a license to new premises to follow notification requirements specified in Section 23985 of the Business and Professions Code.

Exempts existing licensees from notification requirements if construction occurs on their existing licensed premises.

Establishes that violations of the notification requirements constitute a misdemeanor.

Specifies that no state reimbursement is required for local agencies or school districts as the costs result from changes to crime definitions and penalties under Government Code Section 17556.
