Establishes the California Kickstart My Future Loan Forgiveness Program administered by the Student Aid Commission to provide student loan forgiveness awards for recent California college graduates.

Eligible applicants must have graduated with an undergraduate degree from a California college in or after 2016-17, applied within two years of graduation, have income under $50,000, and be enrolled in a federal income-driven repayment plan.

Provides eligible recipients with awards equal to 100% of their monthly federal income-driven repayment plan payments for 24 months, subject to available appropriation.

Awards are deferred if a recipient receives a deferment or forbearance under the federal repayment plan, with eligibility to receive remaining payments upon completion of the deferment period.

Requires recipients who no longer meet eligibility requirements to refund payments received, with the Franchise Tax Board authorized to recover amounts owed.
