Mandates that participating districts partner with institutions of higher education to provide project-based learning opportunities in energy efficiency for K-12 pupils or community college students

Requires participating districts to leverage private investment alongside state funds and utilize state-approved apprenticeship programs with guaranteed access for honorably discharged veterans

Removes the original $20,000,000 appropriation from the General Fund, making future funding dependent on separate legislative appropriation
