Freezes tuition at California State University and enrollment fees at California Community Colleges at December 31, 2016 levels through the 2019-20 academic year for eligible students.

Defines "eligible students" as those exempt from nonresident tuition payments, including California residents and students meeting criteria under specified Education Code sections (sections 68123, 68130.5, 76140, 89705, and 89707).

Suspends the tuition freeze in any fiscal year where the Governor declares a fiscal emergency under Article IV, Section 10(f) of the California Constitution.

Urges the University of California Regents to adopt policies consistent with the tuition freeze provisions.

Cites legislative findings including that CSU tuition has increased 923 percent since 1985, state funding per student has declined to near 30-year lows, and a significant portion of CSU students experience food insecurity and homelessness.
