Ratifies the tribal-state gaming compact between the State of California and the Tule River Indian Tribe of California executed on August 31, 2017, in accordance with the federal Indian Gaming Regulatory Act of 1988.

Exempts from California Environmental Quality Act (CEQA) review the execution of the compact, amendments to the compact, and related intergovernmental agreements between the tribe and local or state agencies negotiated pursuant to the compact.

Exempts from CEQA review the on-reservation impacts of compliance with the terms of the gaming compact, in deference to tribal sovereignty.

Clarifies that the exemptions do not extend to cities, counties, the Department of Transportation, or other state and local jurisdictions beyond the specific actions listed in the bill.

Takes effect immediately as an urgency statute to promote economic development and self-sufficiency of the Tule River Indian Tribe.
