Authorizes the State Department of Social Services to contract directly with entities providing CalFresh Employment and Training (E&T) program services on a regional or statewide basis, including employment social enterprises, private nonprofits, and public institutions.

Allows the department to act as the state entity for receiving federal reimbursement on behalf of contracted entities that serve participants facing multiple barriers to employment and demonstrate evidence-based skills development resulting in increased employment rates and earnings.

Permits counties to contract with employment social enterprises or designated intermediaries to provide CalFresh E&T services to their participants.

Requires the department to issue guidance by June 1, 2018, in consultation with the County Welfare Directors Association, regarding special considerations for counties partnering with employment social enterprises in their CalFresh E&T programs.

Defines "employment social enterprise" as a social purpose, benefit, or nonprofit corporation earning at least 51 percent of revenue from goods production or services, with at least 80 percent of its direct labor force comprising individuals facing multiple barriers to employment.
